However going back to the fortress makes the ENTIRE location hostile. Guards/Flaming fists, nobles, everyone.

If the drawbridge won't come down, for whatever reason, one by one just have your party break objects and get sent to jail. Passed the steel watch check and the bridge didnt lower, act 3 seems to contain the most bugs. theres ways to get a pass to show to the guards and they'll let you pass.
