The fact that this bug is persisting tells me that it's a serious bug, not that ZOS is purposefully ignoring the problem or shifting it to the side. The only way to give somebody crowns in game is to purchase a crown item and gift it to them which is "okay" by zos. However if you were to give someone gold and they were to give you money outside of the game for instancevia gift cards, paypal, or any other outlet.
