Some beggers can be farmers. Narfi for instance can be hired unless you killed him in the dark brotherhood. Once you hired two farmers the quest should progress.
Just get the followers you want to keep somewhere they can't run off. Open the console with instruction below. Key beside #1 key opens console. ~. Type. set PlayerFollowerCount to 0.
