They should have known that people would want to create their own Leader to start with, but they've restricted it to one and only one government type and play-style. They changed the ID of the trait. I assume the event is trying to apply the "old" trait and then immediately deleting it because it sees it as invalid. You can manually add the traits if you really want. Regular psionic is leader_trait_psionic. Even though the under one rule trait means that you don't care that much for veteran class traits, you will need to pick them after you go beyond level 8. There's also the destiny traits.
