I'm not sure if I understand you correctly but there is no 100% completion in Gloomhaven.To add more detail, the scenario that put 13 on the map also put 14 -> 7 on the map as an alternative, and it's still available to you. Any scenario marked on the zoomed-in inset in the top right of the map is considered to be in Gloomhaven (even 58 and 86). Most scenarios have a location. Your personal quest is to complete 4 scenarios with location "Gloomhaven". In Digital it's scenarios which appear on the city map. If you have the Jaws DLC none of its scenarios count. It depends on which effects you're referring to. You always get the experience (including the base XP depending on the scenario level), any loot you've picked up, as well as your checkmark or two if you've completed the battle goal, and any progress you've made towards your personal quest.

If the quest requires you to do other things, like kill X monsters, then it doesn't matter whether or not you win or fail the scenario. Tip.

So you could do your solo scenario 12 times and let the monsters kill you to complete that PQ, but it seems a terribly boring way of doing it.Once you've found it (through whichever means), you have access to it, and thus can complete your personal quest. The personal quest isn't "complete scenario 55", it's "follow scenario 55 to completion". The difference is that there are other scenarios after 55 that you have to complete before retiring. The two personal goals that you have shouldn't be affected by player count. Doing scenarios in a specific location is just as easy with 2 as 3 or 4. Collecting 200 gold is the same because in a larger group you would be spreading the gold out among more people.
