Pickup contacts at your own pace, never quite fast enough to overwhelm yourself completely, but you also control the flow of the game. Sandrock is a bit harsher on resource management than Portia is. As a completionist, I would say play Portia first and then Sandrock. Sandrock has some references to Portia that will be easier to get if you've played Portia. I would also recommend playing Portia first so that Sandrock will make more sense story-wise.
