A kit demilled to ATF specs must be cut through the trunion and magwell. The reciever should be cut into 3 peices with the center section holding the serial number. You can have the front half with the cut trunnion and barrel and the rear section. The diagram you got from the ATF is correct for demilling to the spec.My favorite method of demilling the stubs is to use a Dremel and a drill press to remove the old rivets. First I grind the heads of the rivets flat, then I carefully center punch and drill with a small diameter bit to put a hole all the way through each rivet, the I use a 1/4 inch bit to drill off the heads down into the stub.
