I agree, it doesn't really make sense to be able to buy a regular colonist, and if you buy a slave and free them, it doesn't make sense for them to be forced to join you. If you want to buy a slave and have a near guarantee of them joining, arresting and recruiting them works and makes sense (although it is a bit brutal when you think about it).
