It's all he-said she-said, and while Saadia's story sounds a tad less believable, fact is neither sides are able to back up their claims. But I always side with Saadia because anyone that bunks in with bandits and goes around harassing Skyrim citizens can't be good people. As far as Skyrim is concerned, Saadia is the harmless one.
