Take off progressive fatigue. It's broken in game. I personally turn that off then put in game fatigue to 100 so that you get rotation with players but not to the point where your starters barely play. I accidentally selected a second team to be commissioner in my offline 32 team control league and I see no options to remove commissioner status from this team.
