F is there to be used, as tiers have to be valued reliatively, and some leaders will always be at the bottom of the pole, thus deserving the F tier. Well Nubia just blatantly isn't a bottom tier. The early power of Nubian Archers alone is enough to lift them out of it. It is probably the best earliest rush civ out there.
